Domestic Violence Against and Neglect of Women and Girls with Disabilities in Kyrgyzstan

The 63-page report, “‘Abused by Relatives, Ignored by the State’: Domestic Violence against and Neglect of Women and Girls with Disabilities in Kyrgyzstan,” documents how violence by family members or partners often goes unreported and unaddressed due to widespread discrimination against people with disabilities in Kyrgyzstan, especially women and girls. Families often perceive their existence as shameful and hide them from society. Law enforcement and judicial bodies often ignore or downplay reported cases, and a shortage of shelters and other services for survivors of domestic violence who have disabilities makes it harder for them to escape abuse.

    The Plight of Rohingya Refugees from Myanmar

    This report is based on a May 2018 visit to Cox’s Bazar. Human Rights Watch found that the mega camp is severely overcrowded. The average usable space is 10.7 square meters per person, compared with the recommended international standard of 45 square meters per person. Densely packed refugees are at heightened risk of communicable diseases, fires, community tensions, and domestic and sexual violence. Bangladeshi authorities should relocate Rohingya refugees to smaller, less densely packed camps on flatter, accessible, nearby land within the same Ukhiya subdistrict where the mega camp is located, Human Rights Watch said.

    Discrimination and Lack of Accessibility for People with Disabilities in Iran

    This report documents the everyday barriers people with disabilities meet when going to government offices, healthcare centers, and when using public transportation. People with disabilities also regularly face stigma and discrimination from government social workers, healthcare workers, and others. Many remain trapped in their homes, unable to live independently and participate in society on an equal basis with others. The Iranian authorities should immediately amend discriminatory laws and practices and create a clear plan for making public services and facilities accessible.

    A Lifetime of Isolation and Neglect in Institutions for People with Disabilities in Brazil

    This report found that many people with disabilities enter institutions as children and remain there for their entire lives. Most of these institutions visited by Human Rights Watch researchers did not provide for more than people’s basic needs, such as food and hygiene, with scarce contact with the community and little opportunity for personal development. Some residents are tied to their beds and given sedatives to control them.

    Barriers to Education for Children with Disabilities in Lebanon

    This report finds that although Lebanese law bars schools from discriminating against children with disabilities, public and private schools exclude many children with disabilities. For those allowed to enroll, schools often lack reasonable accommodations, such as modifications to the classroom environment and curricula or teaching methods to address children’s needs. Schools also require the families of children with disabilities to pay extra fees and expenses that in effect are discriminatory.

    Abuse and Neglect of Prisoners with Disabilities in Australia

    This report examines how prisoners with disabilities, including Aboriginal and Torres Strait Islander prisoners, are at serious risk of bullying, harassment, violence, and abuse from fellow prisoners and staff. Prisoners with psychosocial disabilities – mental health conditions – or cognitive disabilities in particular can spend days, weeks, months, and sometimes even years locked up alone in detention or safety units.

    The Impact of the Zika Outbreak on Women and Girls in Northeastern Brazil

    This report documents gaps in the Brazilian authorities’ response that have a harmful impact on women and girls and leave the general population vulnerable to continued outbreaks of serious mosquito-borne illnesses. The outbreak hit as the country faced its worst economic recession in decades, forcing authorities to make difficult decisions about allocating resources. But even in earlier times of economic growth, government investments in water and sanitation infrastructure were inadequate. Years of neglect contributed to the water and wastewater conditions that allowed the proliferation of the Aedes mosquito and the rapid spread of the virus, Human Rights Watch found.

    Abuses and Discrimination against Children in Institutions and Lack of Access to Quality Inclusive Education in Armenia

    This report documents how thousands of children in Armenia live in orphanages, residential special schools for children with disabilities, and other institutions. They often live there for years, separated from their families. More than 90 percent of children in residential institutions in Armenia have at least one living parent. Human Rights Watch also found that the Armenian government is not doing enough to ensure quality, inclusive education for all children. Inclusive education involves children with disabilities studying in their community schools with reasonable support for academic and other achievement.

    Severe Medical and Food Shortages, Inadequate and Repressive Government Response

    This report documents how the shortages have made it extremely difficult for many Venezuelans to obtain essential medical care or meet their families’ basic needs. The Venezuelan government has downplayed the severity of the crisis. Although its own efforts to alleviate the shortages have not succeeded, it has made only limited efforts to obtain international humanitarian assistance that might be readily available. Meanwhile, it has intimidated and punished critics, including health professionals, human rights defenders, and ordinary Venezuelans who have spoken out about the shortages.

    Barriers to Education for Syrian Refugee Children in Jordan

    This report describes Jordan’s generous efforts to enroll Syrian children in its public school system, which was struggling with capacity and quality issues even before refugees began to arrive from Syria. But Human Rights Watch also documented barriers to education, including asylum-seeker registration requirements that many Syrians cannot meet; punishments for refugees working without permits that contribute to poverty, child labor, and school drop-outs; and a bar on enrollment for children who have been out of school for three or more years. Jordan has eased some restrictions, but authorities should expand efforts to realize the fundamental right to education for all Syrian children, Human Rights Watch said.

    Barriers to Education for Syrian Refugee Children in Lebanon

    This report documents the important steps Lebanon has taken to allow Syrian children to access public schools. But Human Rights Watch found that some schools have not complied with enrollment policies, and that more donor support is needed for Syrian families and for Lebanon’s over-stretched public school system. Lebanon is also undermining its positive education policy by imposing harsh residency requirements that restrict refugees’ freedom of movement and exacerbate poverty, limiting parents’ ability to send their children to school and contributing to child labor. Secondary school-age children and children with disabilities face particularly difficult obstacles.

    This report says that governments around the world made a commitment two decades ago to remove barriers to education for their children. But Human Rights Watch found that discriminatory laws and practices, high fees, violence, and other factors keep children and adolescents out of school in many countries. The report is based on Human Rights Watch research in more than 40 countries, covering nearly two decades. The United Nations Educational, Scientific and Cultural Organization, UNESCO, has reported that 124 million children and adolescents are out of school.

    Canada’s Obligation to End the First Nations Water Crisis

    This report documents the impacts of serious and prolonged drinking water and sanitation problems for thousands of indigenous people – known as “First Nations” – living on reserves. It assesses why there are problems with safe water and sanitation on reserves, including a lack of binding water quality regulations, erratic and insufficient funding, faulty or sub-standard infrastructure, and degraded source waters. The federal government’s own audits over two decades show a pattern of overpromising and underperforming on water and sanitation for reserves.
